(Caribbean Community (CARICOM) Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Secretary-General, Dr. Carla Barnett will participate in a panel discussion on 19 March 2026, themed “Forum on Historical Reparations: Perspectives from Africa, Latin America and the Caribbean”.
The panel discussion is part of the First CELAC-Africa High-Level Forum, taking place from 18–21 March 2026.
Dr Barnett will also participate in the Tenth Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC). The Summit will take place on the afternoon of 21 March 2026 at the Ágora Convention Center in Bogotá, Colombia.
On 19 March 2026, Secretary-General Barnett will participate in a panel discussion, in a session themed “Forum on Historical Reparations: Perspectives from Africa, Latin America and the Caribbean”.
The panel is part of the First CELAC-Africa High-Level Forum, taking place from 18–21 March 2026. In its role as President Pro Tempore of CELAC, the Government of Colombia has prioritised deepening engagement with Africa to strengthen ties and institutionalise bi-regional dialogue. This initiative seeks to establish lasting frameworks for political, economic, and academic cooperation between the regions.
Dr Barnett will also participate in the Tenth Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC) during the afternoon of 21 March in Bogotá, Colombia.
The Summit will be chaired by His Excellency Gustavo Petro Urrego, President of the Republic of Colombia, and will centre on three main pillars: South–South Cooperation for Development; Historical Reparations and Ethnic-Racial Justice; and Trade and Investment.
At the closing press conference of the 50th Regular Meeting of the Conference of CARICOM Heads of Government, CARICOM Chair and Prime Minister of St. Kitts and Nevis, the Honourable Dr Terrance M. Drew, underscored the Region’s dedication to reparatory justice.
He announced that Heads of Government have tasked the Prime Ministerial Subcommittee on Reparations with reviewing the revised CARICOM Ten Point Plan for Reparations, a landmark manifesto, and advising on priority actions for upcoming global engagements.
