CARICOM HEADS MEET IN PORT-OF-SPAIN

(CARICOM Secretariat, Georgetown, Guyana) The XX Meeting of the Conference of Heads of Government of the Caribbean Community begins in Port-of-Spain, Trinidad and Tobago on Sunday, July 4 with an opening ceremony at the Hilton Trinidad Hotel and Conference Centre.

Most of the leaders will be arriving in Trinidad shortly after attending the European Union/Latin American and Caribbean Summit which ended in Rio de Janeiro, Brazil on Tuesday, June 29.

Activities surrounding the CARICOM Summit begin at the Hilton on Saturday, July 3 with a meeting of the Prime Ministerial Sub-Committee on External Negotiations in the morning followed by a cricket match between the Heads of Government XI and a team from the University of the West Indies.

On Sunday morning, the Prime Ministerial Sub-Committee on West Indies Cricket is scheduled to meet with representatives of the West Indies Cricket Board prior to a working luncheon with the Prime Minister of Spain, Don Jose Maria Aznar.

Later that afternoon, the Opening Ceremony will take place from 4.30 p.m with statements from, the President of Suriname, His Excellency Dr Jules Wijdenbosch; the Prime Minister of Barbados, the Rt Hon Owen Arthur; the Prime Minister of Belize, the Hon Said Musa and Secretary-General of CARICOM, Mr Edwin Carrington. The feature address will be delivered by the Chairman of CARICOM, the Prime Minister of Trinidad and Tobago, the Hon Basdeo Panday.

The leaders are expected to sign Protocols VI and VII Amending the Treaty of Chaguaramas at the Opening. These protocols deal respectively with Transportation Policy and Disadvantaged Countries, Regions and Sectors. Also Professor Joycelin Massiah will be presented with the CARICOM Triennial Award for Women. Past recipients include Ms Nesta Patrick; Ms Peggy Antrobus; Ms Magda Pollard and Dr Lucille Mair. There will be cultural performances during the opening ceremony co-ordinated by Ms Pat Bishop.

Among dignitaries expected to attend the Opening Ceremony are the Spanish Prime Minister, Mr Aznar; the Secretary-General of the Commonwealth, Chief Emeka Anyokou; the Director-General of the Food and Agriculture Organisation (FAO), Dr Jacques Diouf and the Secretary-General of the Association of Caribbean States, Mr Simon Molina Duarte.

The working sessions begin on Monday July 5 at the Hilton ending on Wednesday July 7. On Tuesday July 6, the Heads of Government will fly to Tobago for a retreat.
