Foreign Affairs, Trade and Development Canada (DFATD) invites applications from individuals, firms or organizations in response to a Request for Proposal to provide consulting services under the Justice Undertakings for Social Transformation (JUST) Program in Jamaica.

CONTEXT
The Government of Canada through the Department of Foreign Affairs, Trade and Development is providing assistance to the Government of Jamaica (GOJ) to support justice sector reforms through a CAD$17.8 Million grant-funded initiative, called the “Justice Undertakings for Social Transformation (JUST).”
The project’s primary focus is on providing technical-legal assistance, capacity building, and institutional reform to support and strengthen justice sector institutions in Jamaica and to foster an improved sense of security for Jamaicans.  The Program is being implemented by the Government of Jamaica with support from Canada’s Department of Justice and the United Nations Development Program (UNDP).

OBJECTIVES
The objective of the consultancy is to provide DFATD through the High Commission of Canada in Jamaica, with project management and administrative support services.  The selected consultant will be responsible for coordinating all aspects of the JUST Program and will liaise directly with designated officials of the Government of Jamaica, members of the Program Steering Committee, representatives of the Implementing Partners, representatives of donor agencies, and other stakeholders as deemed appropriate and necessary. General responsibilities will include monitoring the activities of the two implementation partners to ensure that Program outputs and outcomes are being achieved and the Program produces the results specified in the Program Implementation Plan (PIP), to the required standard of quality and within the specified constraints of time and cost

The estimated period of the contract resulting from this Request for Proposal is one year, with three possible annual renewals, which will be subject to performance, availability of funding and a continuing need by DFATD for the consultant’s services.
This Request for Proposal is open to all CARICOM citizens, firms and organizations. Selection will be on a strictly competitive basis.
