Details of the Post

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the   above-mentioned position in the Caribbean Community Secretariat with assigned duty station in Guyana.


Under the direction of theDirector, Resource Mobilisation and Technical Assistance (RMTA), the incumbent is responsible for coordinating the implementation of the Contribution Agreement for the 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes” (SFCICP).

The job is deemed to be effectively and efficiently carried out when – there is good communication with key stakeholders, including management and implementing units of the Secretariat; issues are resolved in a timely and participatory manner; activities and budgets are executed according to plan; and project progress reports are informative, of good quality for managerial decision-making and are prepared in a timely manner.


Candidates should possess a Master’s Degree in Project Management/Economics/ International Trade/International Relations/Development Planning, or related field, plus five (5) years of relevant and equivalent level experience in the area of Project Cycle Management gained from one or more of the following types of organizations:

  • Regional or International Institutions
  • Multi-national/Donor Agencies
  • A Public Sector Entity (Ministries/Statutory bodies)
  • A Large Private Sector Organization whose core business is Development Planning

In addition, candidates must possess specialised training and good working knowledge in:

  • Project Development, Management, Monitoring and Evaluation
  • Policy/Proposal Writing
  • Economic Integration
  • Diplomacy and Networking
  • Business Communication
  • Human Relations Management
  • Negotiations
  • EU Project and Procurement Procedures


Under the direction of the Director, RMTA the Programme Coordinator will be required to:

Key Result 1: Activities required to implement the 11 EDF Programme: “Strengthening Framework for CARICOM Integration and Cooperation Processes” successfully coordinated.

1.1       PREPARE/REVIEW/REVISE/FINALISE Integrated Work Programmes/Plans for submission to Project Portfolio Oversight Committee, Executive Management Committee and the EU and proposals for adjustments and variations thereto for the implementation of the 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes;

1.2       PROVIDE advice and ASSIST CARICOM Secretariat’s Programme Areas involved in the implementation of the 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes’’ with the preparation of all relevant project implementation plans and monitoring reports in accordance with acceptable standards and in resolving project issues/challenges as they arise;

1.3       OVERSEE the design, implementation and maintenance of a robust monitoring system for all EDF funded projects and programmed implemented by the CARICOM Secretariat to track financial and physical progress in accordance with work programme objectives, purpose, results and outcomes;

1.4       ENSURE adherence to EDF, CARICOM and any other procedures and/or guidelines agreed for use in the implementation of the 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes;’’

1.5       ORGANISE the work of the 11th EDF Programme Coordination Unit by planning the schedule of work and supervising the performance of the work of the other team members; and

1.6       LIAISE with representatives of the European Commission on the implementation of the 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes.’’

Key Result 2: Timely monitoring and reporting of programme status undertaken.

2.7       PLAN and COORDINATE research and related activities to develop proposals for programmes and measures that strengthen the effectiveness of each regime of the CSME;

2.8       MONITOR the implementation of projects with a view to identifying potential risks to the programme and TAKE timely corrective or preventive actions to mitigate or eliminate such risks in collaboration with implementing units and/or on the advice of the relevant management structure of the Secretariat;

2.9       ENSURE timely preparation of all reports required by the Programme and management of the Secretariat, including half-yearly and annual progress/monitoring reports and mission reports, and submission to various programme monitoring mechanisms established; and

2.10     OVERSEE preparations for all programme monitoring meetings and successful execution of those meetings.

Key Result 3: Knowledge management strategy and action plan for the 11 EDF programme successfully implemented.

2.11        OVERSEE the creation and implementation of a knowledge management strategy and action plan for 11th EDF Programme “Strengthening Framework for CARICOM Integration and Cooperation Processes” in collaboration with key Secretariat and EU stakeholders; and

3.12     CONTRIBUTE to a positive image of the CARICOM Secretariat, at all times, in keeping with its core values.

In addition to the Activities outlined above, the incumbent is expected to perform other related duties as assigned.


An attractive remuneration package will be offered.


On assumption of duty in Guyana, the officer shall be paid a settlement grant in respect of self, his or her spouse and each eligible child or other approved dependent.  The number of dependents eligible for Settlement Grant shall not exceed six (6) persons.


Appointment may be on contract or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.

An officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the officer) and for such other dependents not exceeding two as may be approved by the Secretary-General, provided that the number of children and other dependents does not exceed six (6) in all.

In addition to passages, the officer will be granted the following transportation allowances:

(i)         ocean freight charges, including insurance, for shipping personal and household effects to Guyana, not exceeding 45.3 cubic meters, plus a motor car (if the officer already owns one);

(ii)        the cost of transporting baggage, personal and household effects from the home of the officer to the place of embarkation and from the port of disembarkation to the place of residence in Guyana; and

  • the cost of packing and crating personal and household effects.

8.         LEAVE

The officer will be eligible for the grant of vacation leave at the rate of twenty (20) working days a year and a leave grant after every twelve months of service in respect of the officer, spouse and up to two dependent children.


The officer will be granted the privileges and immunities extended to officials of the Caribbean Community in accordance with Article 8 of the Community’s Headquarters Agreement with the Government of Guyana.


Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the officer will be required to participate in the Secretariat’s group health and group life and accident insurance schemes. With respect to the health scheme, the officer will contribute fifty per cent of the premium.  The life and accident insurance scheme is non-contributory.


An officer on contract shall, subject to his/her services being satisfactory and having completed at least six (6) months of the contractual term of employment be eligible for the payment of a gratuity. The gratuity shall be at the rate of twenty per cent of the officer’s basic salary, calculated for each day of completed service and shall be payable at the end of the officer’s contractual period (including for this purpose any period of extension or approved leave).  Where the appointment is on secondment, the Secretariat will pay to the officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent of the pensionable salary normally payable to the officer by that employer so as to maintain the pensionable status of the officer in the substantive employment.
