Details of the Post

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position in the Caribbean Community Secretariat with assigned duty station in Barbados.

2.         FUNCTIONS OF THE POST

Under the direction of the Senior Technical Coordinator, 11th EDF, CSME Unit, the incumbent provides support to the data management and reporting functions of the CSME Unit.  The position involves the execution of activities forming part of the Work Programme of the CSME Unit, including the interventions under the 11th EDF Strengthening the Framework for CARICOM Integration and Cooperation Processes Programme. In the execution of the activities, the coordination of data gathering, analysis and reporting in relation to the CSME online data capture and information systems is of particular importance.

In executing the activities, the incumbent will be tasked with:

  • the review and management of data and statistical material;
  • preparation of reports on data from Member States;
  • presentation of reports at meetings and training sessions;
  • provision of technical assistance related to the collection of data and other related capacity building interventions; and
  • maintenance of data collection processes in collaboration with relevant Member States’ entities and the Regional Statistics Programme of the Secretariat.

3.         QUALIFICATIONS AND EXPERIENCE

Candidates should possess a Bachelor’s Degree in Statistics, plus three (3) years of relevant and equivalent level experience as a Statistician or Data Management Officer, delivering capacity building interventions and working in one or more of the following:

  • National Statistical Office
  • Statistical unit of a Department of Government, Private Sector Company, University or a regional/international organisation

In addition, candidates must possess specialised training and good working knowledge in:

  • SPSS and other statistical application programmes
  • Research methods and data analysis
  • Project management
  • Technical report writing
  • Programme reviews

4.         DUTIES AND RESPONSIBILITIES

Under the direction of the Senior Technical Coordinator, the Data Management Officer will be required to:

4.1       ACT as the first line of support for Member States and data managers as it relates to the data for the CSME Labour Market Information System (LMIS), the CSME Application Processing System (CAPS), the Community Public Procurement Notice Board (CPPNB), the Regional Online Company Registry (ROCR) and the CARICOM Rapid Alert System for Exchange of Information on Dangerous (non-food) Consumer Goods (CARREX);

4.2       MAINTAIN a strong working relationship withnational data/metadata managers of Member States;

4.3       PROVIDE support (training and otherwise) to the data collection efforts of the Member States;

4.4       MANAGE data dimensions and the data systems on the online platforms stated in 4.1 above;

4.5       ENSURE that relevant data elements are collected in a standardized way that is compatible with the LMIS and the requirements of the other online platforms;

4.6       LIAISE with relevant entities and personnel on data issues and, if necessary, ADVISE on methodological issues and PROMOTE timely reporting of data, according to agreed standards;

4.7       CONDUCT data collection audits in order to ensure that all necessary data is being captured and unnecessary data collection does not occur under the 11th EDF;

4.8       RECORD explicit data audit trails and metadata elements when calculating statistics, such that data sources, data quality and the methods of calculation are systematically kept;

4.9       DEVELOP new data collection and data analysis tools, including efficient data capturing forms;

4.10     MANAGE the LMIS database, OVERSEE data input and reporting in close collaboration with the Free Movement and Labour Officer;

4.11     CREATE and MAINTAIN 11th EDF databases and spreadsheets that meet operational requirements;

4.12     CONVERT, IMPORT and EXPORT data from systems as required;

4.13     DRAFT and PRESENT statistical reports based on the data from the LMIS, ROCR, CPPNB, CAPS, CARREX and credible supplementary sources;

4.14     MONITOR the collection of data and the preparation of 11th EDF status reports on the progress of the CSME, referencing the CSME Monitoring, Evaluation and Reporting Toolkit, by liaising with the Regional Statistical Programme and the Strategic Management Unit of the Secretariat;

4.15     PROVIDE follow-up for the receipt of 11th EDF data from the Member States;

4.16     MANAGE structural metadata for the systems;

4.17     DOCUMENT issues with the systems and ADVISE management on remedial actions;

4.18     PREPARE 11th EDF bimonthly and, where necessary, ad hoc reports on data and activities;

4.19     PARTICIPATE in 11th EDF meetings of the CSME Unit and in other relevant meetings of the Secretariat, stakeholders and international and regional organisations when required; and

4.20     CONTRIBUTE to a positive image of the CARICOM Secretariat at all times, in keeping with its core values.

In addition to the Activities outlined above, the incumbent is expected to perform other related duties as assigned.

5.         EMOLUMENTS AND BENEFITS

An attractive remuneration package will be offered.

6.         SETTLEMENT GRANT

On assumption of duty in Barbados, the officer shall be paid a settlement grant in respect of self, his or her spouse and each eligible child or other approved dependent.  The number of dependents eligible for Settlement Grant shall not exceed six (6) persons.

7.         RECRUITMENT AND APPOINTMENT

Appointment may be on contract or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.

An officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the officer) and for such other dependents not exceeding two as may be approved by the Secretary-General, provided that the number of children and other dependents does not exceed six (6) in all.

In addition to passages, the officer will be granted the following transportation allowances:

(i)         ocean freight charges, including insurance, for shipping personal and household effects to Barbados, not exceeding 43.5 cubic meters, plus a motor car (if the officer already owns one);

(ii)        the cost of transporting baggage, personal and household effects from the home of the officer to the place of embarkation and from the port of disembarkation to the place of residence in Barbados; and

  • the cost of packing and crating personal and household effects.

8.         LEAVE

The officer will be eligible for the grant of vacation leave at the rate of twenty (20) working days a year and a leave grant after every twelve months of service in respect of the officer, spouse and up to two dependent children.

9.         PRIVILEGES AND IMMUNITIES

The officer will be accorded privileges and immunities that are available to staff members of the Caribbean Community whose assigned duty station is in Barbados.

10.       GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the officer will be required to participate in the Secretariat’s group health and group life and accident insurance schemes. With respect to the health scheme, the officer will contribute fifty per cent of the premium.  The life and accident insurance scheme is non-contributory.

11.       SUPERANNUATION

An officer on contract shall, subject to his/her services being satisfactory and having completed at least six (6) months of the contractual term of employment be eligible for the payment of a gratuity. The gratuity shall be at the rate of twenty per cent of the officer’s basic salary, calculated for each day of completed service and shall be payable at the end of the officer’s contractual period (including for this purpose any period of extension or approved leave). Where the appointment is on secondment, the Secretariat will pay to the officer’s substantive employer, over the period of secondment, a contribution not exceeding        twenty-five per cent of the pensionable salary normally payable to the officer by that employer so as to maintain the pensionable status of the officer in the substantive employment.
