The Caribbean Development Bank (CDB) has an excellent opportunity for a Coordinator, Regional Cooperation and Integration (RCI). The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE DIVISION

Regional Cooperation and Integration is part of the Private Sector Division (PSD) in the Projects Department. The Division originates and implements a portfolio of capital and technical assistance projects. The Division’s strategy has two parallel and mutually reinforcing tracks: supporting the development of the MSME sector and the building of a broader ecosystem for private sector development in the Borrowing Member Countries (BMCs) of the Bank using Technical Assistance, direct lending, and public-private partnerships (PPPs). The focus of the Division includes:

  • Providing support mechanisms to MSMEs;
  • Intermediary lending, through both Development Finance Institutions and other potential intermediary partners;
  • Direct private sector lending and the leveraging of partnerships with other International Financial Institutions and Private Sector Stakeholders; and
  • Supporting  PPPs, including lending in collaboration with partners.

THE ROLE

The Coordinator, RCI, reports to the Head, PSD and coordinates and implements projects that support the Bank’s mandate to “promote economic cooperation and integration among its members, having special and urgent regard to the less developed members of the Region”.   In performing this function, the Coordinator, RCI, is required to, among other things, ensure the following:

  • Strategic alignment of RCI projects to the Bank’s strategic priorities and regional development priorities.
  • Adequate consultation with other development partners to avoid duplication and to exploit possibilities for leveraging the Bank’s resources with those of development partners.
  • The linking, as far as possible, of resources for RCI projects to the Bank’s lending instruments.
  • A strong focus on results in the planning, appraisal, supervision and reporting on projects.

KEY RESPONSIBILITIES

The Coordinator, RCI will:

  • Lead the preparation and supervision of RCI projects.
  • At the start of each RCI programme cycle: articulate objectives, the RCI work plans/agenda of other development partners, CDB’s priority areas of focus for RCI, as well as prepare a logic model outlining linkages between the planned results of the programme and the Bank’s strategic priorities.
  • Lead resource mobilization to support the achievement of RCI objectives.
  • Liaise with the Bank’s operational staff to ensure synergy between all projects/interventions that are designed/appraised during the programming cycle and planned results of the Bank’s RCI programme.   
  • Liaise with BMCs, regional institutions, development partners and other key stakeholders in designing, appraising and supervising the implementation of RCI projects.
  • Participate in regional meetings related to RCI in the Caribbean and keep the Bank’s Senior Advisory Team and operational staff informed of developments which may impact on the implementation of the Bank’s RCI programme.
  • Prepare status reports which detail the Bank’s RCI portfolio and an evaluation of the extent to which planned results have been achieved or are likely to be achieved, and recommended interventions

QUALIFICATIONS

The Coordinator, RCI, will be required to guide others towards goal accomplishment and must have the ability to design and implement initiatives which maximise employee potential and foster commitment, team spirit and trust. The ideal candidate will have a good grasp of regional cooperation and integration and of policy developments on key issues.

The successful candidate must have:

  • A postgraduate degree in Business Administration, Finance, Economics, Governance, Regional Integration, Public Administration/Policy, International Trade/Affairs/Development or other relevant discipline.  
  • Significant experience in project cycle management of development projects with at least five (5) years’ experience related to regional cooperation and integration.
  • Experience in budgetary control processes.

A second language competency (preferably French or Dutch) would be an asset.

Strong understanding of trade finance instruments would be an asset.

  • A sound understanding of relevant cross-sectoral areas, how they are interrelated and the ability to undertake cross-sectoral work in lending and non-lending operations.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The benefits package includes a pension plan, life and medical insurances.
