CARICOM National Consultancy Roster: Programme Policy – Anticipatory Action and Emergency Preparedness and Response (EPR)

Details of the Post

DELIVERABLES AT THE END OF THE CONTRACT: 

  • Anticipatory Action Protocols: Country-specific AA protocols including hazard profiles, activation thresholds, early warning triggers, and lead time analysis. 
  • Developed or enhanced SOPs for Anticipatory Action and emergency response, tailored to national contexts and aligned with WFP frameworks. 
  • Emergency preparedness assessments and contingency plans for priority countries, including logistics and supply chain readiness strategies. 
  • Documentation of simulation exercises, training sessions, and coordination workshops, including lessons learned and recommendations. 
  • Operational reports from field deployments during emergency responses, detailing actions taken, coordination efforts, and outcomes. 
  • Policy briefs, analytical reports, and guidance notes on AA and emergency preparedness, including forecasting capacities and cost-benefit analyses of action vs. inaction. 
  • Planning, facilitation, and reporting of regional and national workshops on AA and Forecast-Based Financing, including participant feedback and strategic outcomes. 
  • Tools and reports to track progress of AA and emergency preparedness and response initiatives against defined indicators and results frameworks. 
  • Documentation of technical exchanges, coordination meetings, and partnership development efforts with governments, NGOs, private sector, and donors. 
  • Training modules, presentations, and resource packages to support institutional strengthening of WFP staff, national governments, and regional partners. 
  • Contributions to internal and external communications that enhance visibility of AA and emergency operations, including case studies and success stories 

QUALIFICATIONS & EXPERIENCE REQUIRED: 

Education: 

  • Advanced University degree related to disaster risk management, environmental sciences, food security, climate change adaptation, development studies, social sciences, or related fields. Or a first degree with additional years of experience. 

Experience: 

  • At least 3-5 years of experience in disaster risk reduction, emergency preparedness, or anticipatory action. 
  • Proven experience in designing and implementing FBF/AA systems or emergency response plans. 
  • Strong analytical skills in hazard modeling, vulnerability mapping, or early warning systems. 
  • Excellent communication and stakeholder engagement skills. 
  • Ability and willingness to deploy to emergency situations on short notice. 
  • Familiarity with Caribbean disaster risk context and regional institutions is highly desirable. 

Knowledge & Skills: 

  • Strong understanding of disaster risk reduction, emergency preparedness, and anticipatory action frameworks, particularly in climate-vulnerable regions like the Caribbean. 
  • Knowledge of emergency response protocols, supply chain readiness, contingency planning, and operational coordination during crises. 
  • Ability to contribute to strategic planning, SOP development, and policy formulation in alignment with WFP and regional frameworks. 
  • Proven skills in managing multi-stakeholder projects, including planning, implementation, monitoring, and reporting against results frameworks. 
  • Ability to design and deliver training, workshops, and technical support to strengthen institutional and community preparedness. 
  • Strong written and verbal communication skills for producing knowledge products, policy briefs, and visibility materials that enhance awareness and support resource mobilization. 

Languages: 

  • Fluency in English is required.

Successful candidates will be placed in a roster for short-term opportunities and may be contacted according to operational needs. Rostered applicants may remain on the roster for 24 months.
