STRENGTHENING THE EXECUTIVE MANAGEMENT OF CARICOM SECRETARIAT

Two high level appointments have been made to strengthen the executive management team at the Caribbean Community (CARICOM) Secretariat in Georgetown, Guyana.

Ambassador Albert Ramchand Ramdin, a top ranking official of the Republic of Suriname, was appointed Assistant Secretary General, Foreign and Community Relations. Just before his appointment, he served as Coordinator of the Caribbean Ambassadors’ Caucus.

Dr. John Edward Greene, a Guyanese, who until his appointment here, was Consultant/Adviser , Public Policy Human Development, with the Pan American Health Organisation (PAHO) and World Health Organisation (WHO), is Assistant Secretary General, Human and Social Development.

Ambassador Ramdin and Dr. Greene share a vast wealth of experience in academic, administrative and social development impacting on people’s development.

Ambassador Ramdin received his university education in Human Geography in Amsterdam, The Netherlands, where he also worked for six years. While in The Netherlands he served as Director of the Co-financing Organisation Himos, servicing projects in India, Bangladesh, Pakistan and Suriname.

He was also Suriname’s Permanent Representative in the Organisation of American States (OAS), and non-resident Ambassador to Costa Rica. He served as Co-chairman of the CARICOM/Central American High Level Technical Committee, in which capacity he led the negotiations for cooperation between the two sub-regions.

Professor Edward Greene has served with tertiary institutions in excess of 20 years in various positions. He was appointed full Professor at the UWI Campus, Jamaica in 1989. He read Economics at the London University, was admitted to the Masters Degree Programme in Political Economy at Mc Masters University and received his PhD in International Relations/Political Science at the University of British Colombia, Canada. Professor Greene holds the position of Professional Fellow, Institute of Social and Economic Research, UWI; was Pro Vice Chancellor, Development and Alumni Relations; and Professor, Department of International Relations at the UWI.

The two new Assistant Secretaries General join Mr Byron Blake, Assistant Secretary General, Regional Trade and Economic Integration, in managing the three directorates of the executive organ of the Caribbean Community, the Secretariat.
