BACKGROUND
Following the devastation caused by hurricanes Irma and Maria, the Government of Sint Maarten embarked on a large-scale recovery and reconstruction program, based on the principle of building back a more resilient Sint Maarten. Since January 2018, the World Bank is assisting the Government of Sint Maarten in the establishment of this program. A significant component of this program will be financed through a Trust Fund financed by the Netherlands, managed by the World Bank and implemented by Sint Maarten.
The Government of Sint Maarten and the World Bank have developed a National Recovery and Resilience Plan (NRRP) that prioritizes immediate-, short-, medium- and long-term needs for the recovery, reconstruction and resilience of Sint Maarten. This Plan includes estimates of the financial requirements, costs and investments that are necessary to build Sint Maarten back better.
One of the projects financed through the Trust Fund is the Emergency Debris Management Project (EDMP), which focuses on a number of activities related to solid waste management challenges Sint Maarten has faced since the 2017 hurricane season. In addition, the Government of Sint Maarten, with World Bank assistance will look into long-term solutions to the island’s waste management challenges.
PROJECT INSTITUTIONAL ARRANGEMENTS
In parallel to the establishment of the Trust Fund and the execution of the NRRP, the Government of Sint Maarten has established an institutional structure, namely the National Recovery Program Bureau (NRPB), for the implementation of Trust Fund projects. The NRPB, in close coordination with the Ministries, will be responsible for the preparation, coordination, execution and evaluation of the projects that will be financed through the Trust Fund.
THE SERVICES
The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Debris Management Project (EDMP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include:
- The main objective of the assignment is to develop a preliminary design of a TDSR facility based on a list and specifications of machinery, available auxiliary infrastructure, and conditions of the allocated site.
- The preliminary design must provide sufficient information to allow the bidders for the TDSR Design, Construction, Equipment, Management, Operation, Maintenance, and Transfer Contract (therefrom named “TDSR Works Contract”) to have a clear understanding of baseline conditions of the selected site, and a layout of preferred arrangement of the equipment, roads, storage areas, etc., to make informed decisions for their bids, and to offer to all bidders a common ground on which to bid.
Noteworthy that the detailed design of the TDSR will be one of the tasks of the contractor selected for the TDSR Works Contract. The Client for the task will be the NRPB and The Minister of Public Housing, Spatial Planning, Environment & Infrastructure (VROMI).
The detailed Terms of Reference (TOR) for the consultancy are as follows:
MAIN TASKS OF THE PRELIMINARY DESIGN CONSULTANT
- Familiarize with the available information on the TDSR development project.
- Visit the selected site at the Irma Debris Disposal Site in Pond Island in Philipsburg, Sint Maarten.
- Inspect the site for the presence of any objects that would require removal to allow the construction and operation of the TDSR.
- Survey and report the terrain allocated for the construction and operation of TDSR.
- Recommend works necessary for conditioning the terrain to start construction of the TDSR.
- Examine available auxiliary infrastructure (access road, electric supply, water supply, etc.) and recommend any infrastructure needs.
- Examine topographic condition of the proposed site, visually examine the site for any soil stability issues and recommend if earth strengthening/compacting or any works are needed prior to construction of foundations.
- Recommend layout of the TDSR site including location of equipment to be installed according to predicted technological flows of operation of the TDSR. Include storage areas for materials to be processed or already processed within the technological flow of the TDSR. Include access (entry/exit) to the TDSR facility.
- Recommend any works necessary to protect the environment in line with the Client’s TDSR Environmental and Social Management Plan [ESMP].
- Recommend any works necessary to ensure safety and security of construction and operation of the TDSR.
- Prepare a Preliminary Design Report inclusive of all the above aspects. In addition, this Report must include the general layout drawings.
The Consultant will produce a brief inception report at the end of the first week after commencement of the assignment on how the Consultant intends to schedule the work and highlighting any issues relevant to the assignment requiring decisions or information from the Client.
The Consultant will produce the final Preliminary Design Report, including general layout drawings, at the end of the third week after the commencement of the assignment. The Client will review the Report within a week and approve it or provide comments to be addressed by the Consultant in the time to be indicated by the Client.
DURATION OF THE ASSIGNMENT AND PERFORMANCE
The contract duration will be 45 calendar days to allow for closing and payment, but reporting shall be as per above schedule. In total the input/level of effort of the Consultant is estimated as 15 working days.
QUALIFICATION REQUIREMENTS
Minimum Requirements
- Master or Bachelor Degree in Civil Engineering, Environmental Engineering, Environmental Studies or related field
- With a Master’s Degree: A minimum of 5 years of relevant professional experience
- With a Bachelor’s Degree: A minimum of 7 years of relevant professional experience;
- Advanced proficiency in English, spoken and written;
Preferred relevant Experience
- Experience on design and/or operations of solid waste management or similar facilities.
- Experience in preparation of technical documentation.
- Knowledge of basic safeguards mitigation measures to minimize environmental and social risks is highly preferable.
The National Recovery Program Bureau (NRPB) now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
“Procurement Regulations” means, for purposes of paragraph 20 of the Appendix to the Standard Conditions, the “World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018.
A Consultant will be selected for contract in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
