REQUEST FOR EXPRESSIONS OF INTEREST – Consultancy Services for a Social and Gender Policy Advisor

The Government of Barbados (GOB) has received financing from the Caribbean Development Bank (CDB) allocated from the Special Funds Resources (SFR) in an amount equivalent to one hundred and thirty-five thousand United States dollars (USD$135,000), towards the cost of the Institutional Strengthening of Barbados’ Social Protection System Project, and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.
The Ministry of People Empowerment and Elder Affairs (MPEA), the Implementing Agency now wishes to procure consultancy services for a Social and Gender Policy Advisor.
The objective of the consultancy is to enhance the incorporation of social and gender analysis into Government programming throughout the implementation of Barbados Economic Recovery Transformation (BERT) Plan II in such a manner as to strengthen equitable and inclusive social policy development. Additionally, the Consultancy will strengthen the capabilities of technical staff within the MPEA to identify and analyse social and gender issues, needs, gaps, adverse impacts and mitigation measures, while supporting the coordination of social protection programmes across all sectors.
The duration of the assignment is expected to be for a period of eighteen (18) months.
The MPEA now invites Individual Consultants to submit Expressions of Interest indicating the qualifications and experience required to provide these consultancy services.

Expressions of interest must be submitted in English, electronically, by email, in pdf format, to the first address below, copied to rean.gibson@barbados.gov.bb no later than 16:30 hours, AST on Tuesday, December 5, 2023 and an electronic copy should be emailed to the second address below (CDB). The email submissions should include the name and address of the Consultant and shall be clearly marked in the subject line as “Expression of Interest – Consultancy Services for a Social Protection Programme Specialist.”
