The Government of Montserrat invites tenders from qualified operators for the provision of air transport services at regular scheduled times utilizing aircrafts with short takeoff and landing (STOL) capabilities that comply with John A. Osborne Airport’s restrictions. Bidders must submit a detailed proposal for operating the Air Transport Services, ensuring that all operational details, service standards, aircraft certification requirements, and legislative compliance statements are clearly articulated. The selected bidder is expected to submit routes to Montserrat (MNI) from any or all of the neighbouring islands of Antigua (ANU), St. Maarten (SXM), St. Kitts (SKB), Guadeloupe (PTP), Dominica (DOM) and others. A summary of the proposed routes, including frequency, should be included in the proposal.
The overall aim is to enhance Montserrat’s air connectivity by integrating the strategies of network expansion, operational optimization and marketing efforts, thus increasing access & connectivity, attracting more visitors and position Montserrat as a prominent destination in the Caribbean.
