The Organisation of Eastern Caribbean States (OECS) has received a grant in the amount of US$ 700,000 [Seven hundred thousand] equivalent from the World Bank acting as administrator of the grant funds provided by donors under the Support for Small Island Developing States (“SIDS”) DOCK Support Program Multi Donor Trust Fund (TF071728) and it intends to apply part of the proceeds to payments for consulting services, goods,
non-consulting services and training (Activities) to be procured under this Grant as described below. The objective of the Activities is to facilitate the preparation of the proposed Caribbean Efficient and Green-Energy Buildings Project (“Project”, P179519) designed to enhance the efficiency of energy use in public buildings and increase the renewable energy supply for public buildings in Grenada, St. Lucia and Guyana of which the Recipient has requested the World Bank’s financial assistance.

The Grant will include the following activities:

Activity 1. Provision of technical assistance to develop designs and technical
specifications for energy efficiency and distributed renewable energy investments in public buildings in St. Lucia, Grenada and Guyana.

Activity 2. Carrying out market outreach to inform the Project’s procurement strategy development.

Activity 3. Supporting preparation and finalization of the Project’s environmental and social instruments.

Activity 4. Supporting project preparation to comply with the financial management, procurement and environmental and social requirements under Grant activities, including the financing of the Operating Costs.

Activity 5. Provision of Trainings, and capacity building including carrying out stakeholder workshops at national and regional levels.

Consulting services under Activity 1 will be procured through open international competitive procurement. The assignments are to define the Energy Efficiency measures (EEMs) and distributed renewable energy (DRE) to be implemented in selected public buildings in Grenada, St. Lucia and Guyana and prepare the detailed design, technical specifications, and bidding documents for implementing the EEMs and DRE in these countries.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised on November 2017, August 2018 and November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the
agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, www.oecs.int, Government of Grenada:
