This consultancy is intended to provide the Caricom Secretariat and its Member States with the infrastructure including all instruments and the necessary training to establish a fully functioning electronic public procurement system with an electronic notice board. This will involve: a) software and hardware installation; b) drafting model procurement legislation; c) drafting accompanying procurement regulations including procedures; d) drafting of training modules based on (a) and (b) above, and conductin g of training to ensure efficient implementation of the legislation, regulation and procedures recommended; e) providing technical assistance to equip identified staff of all covered procuring entities (CPEs) in the integrated procurement market for implementing the systems and procedures to efficiently operate the regional public procurement market in accordance with the provisions of the framework regional integrated integration policy (FRIP) on public procurement and accompanying laws and regulatio ns; f) drafting of standard bidding documents (SBDs) to ensure transparency and predictability of bidding processes and procedures and secure the confidence of all stakeholders

This consultancy will build on results achieved under the several donor – supp orted initiatives undertaken by the Caricom Secretariat in the area of reform of public procurement regimes in Member States since 2003. More specifically, it will review implementation of recommendations from a predecessor consultancy on the needs assessm ent for the development of the information technology platform and database management system for the Caricom regime on public procurement.
