Consultancy to develop a detailed design for a Regional Integrated Public Health Surveillance System in CARPHA and its Member States

The Caribbean Public Health Agency (CARPHA) has received a financing from Agence Française de Développement (“AFD“), and intends to use part of the funds thereof for payments under the following project Improving Digital Integrated Public Health Surveillance in the Caribbean.
The Services of the consultant shall consist of Consultancy to develop a detailed design for a Regional Integrated Public Health Surveillance System in CARPHA and its Member States, including a data framework, data security terms, and technical requirements for its implementation.
The CARPHA hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to: consulting firm(s)
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD‑Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
- a copy of the JV Agreement entered into by all members,
or
- a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
- The contracts size: Euro 77,572.00
- The nature of the Services: The nature of the services will involve conducting an in-depth analysis of existing surveillance systems and their strengths and weaknesses, identifying key stakeholders and their specific requirements, designing a tailored integrated surveillance framework that aligns with industry best practices and international standards, and providing guidance on data integration, management, security, governance, and data sharing. Additionally, the consultancy will offer expertise in selecting appropriate technology platforms, ensuring interoperability, and developing strategies for data sharing and collaboration among various public health entities. The overall objective is to design an efficient and scalable surveillance system that enables real-time monitoring, early detection of potential health threats, and effective response strategies to safeguard public health at both local and national levels.
- The technical area and expertise:
- A deep understanding of health informatics, specifically public health surveillance data management, including data collection, processing, analysis, and interpretation, as well as knowledge of infectious diseases, outbreak detection, and epidemiological methodologies.
- Proficiency in information technology systems, databases, and data management practices. This includes expertise in designing and implementing secure and scalable data infrastructure, data integration techniques, data quality assurance, and privacy and security protocols.
- Strong analytical skills to identify meaningful patterns and trends within surveillance data. Proficiency in statistical analysis, data modelling, and data visualization tools to facilitate effective data interpretation and decision-making.
- Ability to design an integrated surveillance system that can interface with existing public health systems and leverage available data sources. This includes expertise in system integration, APIs, cloud computing, and scalable architectures.;
- The location Trinidad and Tobago / The Caribbean Region”, “virtual”, “English Langage.
The Client will also take into account for the evaluation of the applications the following items:
- Experience and Track Record: Assessing the experience and track record of the consultancy in implementing similar projects or providing related services in the field of public health surveillance. Evaluating past project successes, client satisfaction, and the consultancy’s ability to meet project deadlines and deliverables.
- Expertise in Public Health: Understanding the consultancy’s depth of knowledge and expertise in public health, including familiarity with public health policies, regulations, and best practices. This includes experience working with public health agencies and an understanding of the unique challenges and requirements of public health surveillance.
- Skills and availability of in-house technical back-up experts provided to the key experts.
Among the submitted applications, CARPHA will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
