  1. Cover Letter (no more than 2 pages) outlining how your experience, skills, qualifications are suited for the position 
  2. Technical Proposal that details the: 
  3. Proposed approach, methodology, tools as well as the activities to be undertaken for the implementation and management of the assignment, including an operational work plan with timelines for achieving the objectives of the consultancy (not exceeding 10 pages in length). 
  4. Curriculum vitae detailing the credentials, experience, and the expertise of the firm or a team of experts, achievements, and qualifications.  
  5. Contact information for three (3) professional references 
  6. Business information of the consulting firm  
  7. One writing sample of previous work (technical reports and studies, knowledge products, etc.) 
  8. A Financial Proposal  
  9. With a budget inclusive of a breakdown of costs for key activities  
  10. list of TOR deliverables and other deliverables may be included based on international best practices and the plans for the SIRFFund
