The Caribbean Public Health Agency (CARPHA) has received financing from the Inter-American Development Bank (IDB) toward the cost of Strengthening Regional Health Security: Technical Support to Caribbean Countries towards the Enhancement and maintenance of their International Health Regulations (IHR 2005) Core Competencies and intends to apply part of the proceeds for consulting services.

The consulting firm will conduct a gap analysis and costing estimation for detailed IHR country readiness and implementation plans using the IHR JEE Tool as the reference.

 

The aim of this consultancy is to support Regional Health Security by conducting detailed gap analysis and costing implementation plans for IHR Country Readiness. The objective of this consultancy is to develop detailed and costed Readiness Implementation Plans for each participating country to meet and sustain their IHR requirements.

 

Using the Joint External Evaluation (JEE) and other IHR assessment tools as a reference guide, the consulting firm will do the following: (i) conduct a detailed IHR review of each participating country’s preparedness and capacities to detect, respond and control public health emergencies, especially infectious diseases which pose a threat to the region, (ii) develop costed implementation plan for the management of public health emergencies and (iii) propose a regional IHR coordination strategy to support regional health security.

 

The Caribbean Public Health Agency (CARPHA) now invites eligible consulting firms to indicate their interest in providing these services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience.

 

Consulting firms will be selected in accordance with the procedures set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9  (http://idbdocs.iadb.org/wsdocs/getdocument.aspx?DOCNUM=774393 ) and is open to all eligible consultants as defined in the policies. .

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.  For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

A consulting firm will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Policies.
