The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Airport Infrastructure Specialist will serve as the PIU’s representative during the construction phase of Component 1 of the project, (the runway rehabilitation), ensuring consistent contract management of the Supervising Engineer and Contractor, technical oversight and quality assurance of all construction activities while maintaining operational safety standards.

The AIS will serve in a full-time position supporting the CATCOP PIU on-site in Saint. Lucia. The airfield/runway works are anticipated to start around Q1 2026 until Q4 2027, with defects liability period extending through Q4, 2028.

The Caribbean Regional Air Connectivity Project (CATCOP) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Mandatory:

  • At least a Bachelor’s degree in civil engineering from an accredited university.
  • At least 10 years of aviation-related infrastructure engineering and implementation oversight experience with a substantial emphasis on airfield projects. 
  • Demonstrated substantial experience overseeing airport infrastructure design and implementation projects, including design reviews and quality inspection of construction works.
  • Excellent understanding of ICAO’s Standards and Recommended Practices (SARPs) relating to airport infrastructure, facilities, and equipment. 

Desirable:

  • Familiarity with the Caribbean region and donor / lender development projects would be viewed favorably. Experience in World Bank funded projects would be an added advantage.
  • Knowledge of SLASPA and ECCAA rules and procedures would be viewed favorably.
  • Proven analytical, communication (oral and written), and project coordination skills.
  • Strong interpersonal skills and ability to support and/or manage English-language dialogue with a wide variety of specialists and government officials.
  • Ability to work successfully in a multi-cultural environment.
