Details of the Post

JOB PURPOSE:
The incumbent is expected to support the development and implementation of monitoring, evaluation, and reporting plans aligned with WFP corporate standards to generate quality evidence about beneficiaries’ lives and inform the design and implementation of policies, strategies, and programs.

This includes supporting coordination of monitoring activities, supporting decentralized evaluations, supporting thematic/mid-term evaluations, and positioning WFP as a reliable partner for governments in developing monitoring and evaluation strategies. Under the supervision of the M&E Programme Officer, the incumbent will monitor project activities in the country office and support various initiatives as requested.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

M&E Strategy and Action Plan Implementation

  • Implement WFP corporate Monitoring and Evaluation (M&E) standards, including SOPs, the Corporate Results Framework (CRF), and data privacy and protection policies.
  • Identify evidence needs related to monitoring in consultation with management and technical units.
  • Maintain strong relationships with WFP beneficiary communities, cooperating partners, and third-party monitoring partners as appropriate.
  • Ensure the integration of gender, equity, disability, protection, human rights, and inclusion concerns into all M&E work.
  • Propose and develop innovation projects within the RAM unit.

Data Collection

  • Coordinate with partner institutions to consolidate activity site information to inform sampling plans.
  • Prepare monthly monitoring plans with guidance from the CO.
  • Monitor activity sites, ensuring each is visited quarterly, with a focus on high-priority sites.
  • Ensure disaggregation of primary data in alignment with Analysis, planning and performance (APP) Stratification and Disaggregation guidelines.
  • Design questionnaires, interview guides, and data analysis plans tailored to CO information needs.
  • Conduct various monitoring activities, including distribution, implementation processes, post-distribution, and retail performance monitoring, using CO-developed tools.

Data Analysis, Reporting, and Evidence Use

  • Verify, clean, analyse, interpret, and visualize monitoring data based on the needs of diverse target audiences.
  • Produce regular monitoring and evaluation reports, leveraging quantitative and qualitative analyses.
  • Provide findings and recommendations to inform performance planning and risk analysis.

Capacity Strengthening

  • Strengthen monitoring capacity for WFP Field Monitors, partners, and government actors through learning opportunities and information-sharing.

Other Responsibilities

  • Represent WFP in inter-agency meetings to exchange knowledge and promote the importance of inter-agency M&E.
  • Perform other duties aligned with the role as required by the supervisor.
