The MRV Officer will work on the GCF Readiness project delivered by GGGI over 2021-22 period. He/she will be embedded within the offices of the Department of Environment and Climate Change (DECC) within the Office of the President and will work closely with GGGI Guyana-based staff (Program Lead and GCF National Climate Finance Officer), other GGGI staff (from regional and headquarters), GGGI consultants (like the MRVsupport international consultant), and the staff of the Department of Environment and Climate Change on activities related to the improvement of Guyana’s National GHGs Monitoring, Reporting and Verification (MRV) system.  

PURPOSE

The purpose of the MRV Officer position is primarily to support improvement/enhancement of Guyana’s MRV system and to work in agreement with the Department of Environment and Climate Change. His/her work also includes participating in organizing and oversee the capacity building for key stakeholders on MRV.

ENGAGEMENT

The MRV Officer shall play a critical role in fostering collaboration among colleagues within GGGI as well as government officials in Guyana to gather international best practices on MRV system development and apply them in the Guyana context. The MRV Officer shall actively collaborate with counterparts across the government, Green Climate Fund (GCF), GGGI regional and HQ, partner organizations such as UN, IDB, World Bank and private sector stakeholders. He/she will ensure the quality of all deliverables developed are aligned with project requirements and expectations of GGGI, Government of Guyana and other stakeholders.

DELIVERY

The general roles and responsibilities of the MRV Officer include:

  • Provide local support to GGGI consultants and GGGI Regional MRV officer on the development of the national MRV, including organization of consultation meetings with relevant stakeholders for data gathering, follow-up meetings to inform and validate guidelines and recommendations on national MRV;
  • Conduct in-depth stakeholder consultations to validate tier level, required data for monitoring/reporting and verification;
  • Provide local support to GGGI Regional MRV officer and GGGI MRV experts (transport and agriculture MRV) and the International Consultant (Oil and Gas MRV Specialist) on the development of a report on policy recommendations and tracking tools of GHGs mitigation actions to develop an improved MRV system for energy and agriculture sectors and a climate finance web-based tracking tool. The local support will include organizing consultation meetings with relevant stakeholders for data gathering, follow-up meetings to inform and validate the policy recommendations and implementation of the tracking tool;
  • Lead the capacity building of Guyana MRV to stakeholders. Organize and conduct at least 4 workshops on National MRV, sectoral MRV and use of the web-based green investment tool. Follow-up with participants to cover knowledge gaps; and
  • Develop a train-the-trainer manual

Other responsibilities

  • Identify and document lessons learned and best practices from past and ongoing support programmes;
  • Map key country stakeholders and support the development of an engagement plan for successful validation of project outputs;
  • Lead the reporting of the project to NDA and GCF;
  • Lead the development of a manual on the GCF no-objection procedure;
  • Support the programme day to day activities; and
  • Support the preparation of presentations, notes, briefing documents.
REQUIREMENTS
QUALIFICATIONS
  • Master’s or equivalent degree (or higher) in fields relevant to the described position (such as environmental policy, environmental economics, statistics, climate change or any related fields);
  • Bachelor’s degree with a combination of 2 years of relevant professional experience may be accepted in lieu of the Master’s or higher’s degree;
  • Preferably  5 years of professional experience in a climate change-related field, with at least 3 years in GHG’s measurement, accounting and analysis, and reporting systems at project, sectoral, or national levels.
  • Experience in quantitative data analysis, and the ability to produce compelling insights from the analysis of issues related to GHG emissions;
  • Experience with designing and implementing capacity building activities aimed at enhancing country capacity to measure (monitor), report, verify and model future pathways for GHG emissions;
  • Experience with GHG emissions modelling and pathways/scenario development is a plus;
  • Experience with and understanding of the various concepts in adaptation is a distinct advantage;
  • Experience working on MRV systems is essential;
  • Experience working closely with government and non-government stakeholders in Guyana, and with intergovernmental organizations (IOs);
  • Strong command of utilizing Microsoft Excel, Visual Basic for Applications (VBA), and other complex data management software is a plus;
  • Excellent analytical skills, critical thinking ability, and data mining skills; and
  • Exceptional writing, editing, and proofreading skills in English are a must; knowledge of other relevant languages is an asset.
  • Strong understanding of the concepts of climate change and greenhouse gas mitigation, green growth and/or sustainable development in the context of developing countries, sectoral issues and policy and regulatory approaches in developing and emerging countries, in addition to recent developments and global trends in the area of specialization;
  • Specialization in sustainable energy, forestry, agriculture and related fields is a distinct advantage;
  • Exceptional analytical and quantitative skills, along with strong synthesis and strategic thinking skills;
  • Proven experience leading or supporting project delivery, i.e. managing/supporting the delivery of results on time and on budget;
  • Understand and actively supports GGGI’s mission, vision and values.

GGGI has partnered with the Government of Guyana (GoG) to deliver readiness activities aiming to increase the capacity of Guyana to strategically manage climate finance flows and achieve their revised National Determined contributions (NDC). Under this readiness project GGGI, in collaboration with Guyana’s Nationally Designated Authority (NDA) and the Department of Environment & Climate Change, will: (i) support the development and implementation of Guyana’s revised National Determined Contribution (NDC); (ii) develop project pipeline and investment plans for the energy and agriculture sector; (iii) develop finance structure and concept notes to access international climate finance; (iv) improve the National GHGs Monitoring, Reporting and Verification (MRV) system under the enhanced transparency framework of the Paris Agreement to increase the capacity and coordination between ministries and agencies to gather emission activity data and track mitigation actions and climate finance flow; and (v) conduct capacity building on financial instruments and MRV for local stakeholders.
