Details of the Post

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position in the Caribbean Community Secretariat with assigned duty station in Guyana.

2.         FUNCTIONS OF THE POST

This post holder is responsible for the management and delivery of the Secretariat’s internal support services.  This will entail responsibility and accountability for the achievement of corporate results in the following areas:

  • The coordination, monitoring and ongoing improvement in organisational procurement practices, in compliance with the Secretariat’s Guidelines and Procedures Manual (GPM) and other acceptable procurement documents.
  • The facilitation of conference support services that are efficient and effective and that promote the Secretariat’s standards.
  • The effective management and oversight of administration services, property, facilities and contracts including the provision of office support services.
  • The provision of documentation and registry services.

3.         QUALIFICATIONS AND EXPERIENCE

A Master’s Degree in Management/Public Administration or a related area in the Social Sciences, plus at least ten (10) years’ relevant and equivalent experience in a similar position, gained from one or more of the following types of organizations:

  • Regional or International Organization
  • Multi-national/Donor Organization
  • A Public Sector Entity (Ministries/Statutory bodies)
  • A Large Private Sector Organization

In addition, the candidate should possess specialized training and good working knowledge in:

  • Knowledge Management
  • People Management and supervision
  • Information and Communications Technology Management
  • Business Operations and Events Management
  • Office Administration and management of support services for a large organisation (telephonists, receptionists, canteen and hospitality, driver/messengers, cleaning, maintenance and repairs, stores, etc.)
  • Corporate Governance
  • Strategic Planning and Management
  • Conference Services
  • Registry Services
  • Purchasing and Procurement

4.         DUTIES AND RESPONSIBILITIES

KEY RESULT 1: Effective Leadership and Management of the Corporate Services Unit.

Activities

1.1       MANAGES the Division’s human, physical and financial resources to ensure maximum utilisation, efficiency, effectiveness and quality of service;

1.2       ADVISES the Deputy Secretary-General on the formation, development and application of policy and strategic decisions relating to the Corporate Services;

1.3       DEVELOPS and EMBEDS a culture of customer focus and performance management to ensure high quality and continuous improvement in service delivery;

1.4       ENSURES regular and effective communication between Corporate Services and other Programme areas;

1.5       ENSURES that the organisation’s approach to facilities management, security, conference services, and procurement complies with best practice, and that policies and procedures are effectively implemented; and     

1.6       MANAGES the performance of senior officers of the Corporate Services Unit in line with the Work Programme on an ongoing basis and EVALUATES performance annually. The incumbent shall be entrusted with the responsibility to initiate or recommend training and other developmental interventions or activities as necessary.

KEY RESULT 2: Planning and Strategic Direction of the Corporate Services unit.

Activities

2.1       PROVIDES guidance to the Corporate Services Sub-Programmes in the formulation of their annual work programmes and budgets and APPROVES these for submission to the Deputy Secretary-General for inclusion in the Secretariat’s annual Work Programme and Budget;

2.2       OVERSEES and MANAGES the work of the Sub-Programmes within Corporate Services: that is Conference Services, Administrative Services, Procurement, and Documentation Centre and Registry Services. In so doing, MONITORS the implementation of the work programmes within the approved budget on a quarterly basis and TAKES the necessary action to address any issues;

2.3       REVIEWS at regular intervals, the systems and procedures for the provision of Corporate Services with a view to identify and correct areas of weakness and also to generally improve the delivery of these services; and

2.4       DESIGNS strategies aimed at strengthening the Secretariat’s Corporate Service capacities including the formulation of programme/project proposals for external funding as may be required.

KEY RESULT 3: Management and oversight of administration, property, facilities and  contracts.

Activities

3.1       OVERSEES contractual arrangements for all buildings and facilities ensuring that facilities are optimally maintained and fit for purpose;

3.2       COORDINATES Management of supplier service contracts (e.g. travel, insurance, security, equipment and building maintenance) to ensure efficient services and cost effective delivery; and

3.3       PARTICIPATES in or ASSISTS with Tenders Board, and ENSURES procurement is efficient and in  compliance with the GPM,  to ensure that all contracts meet legal and financial requirements.

KEY RESULT 4: Contributes to the strategic and operational development of the Secretariat as part of the Senior Management Team.

Activities

4.1       PARTICIPATES in and REPRESENTS the Secretariat at relevant meetings and events;

4.2       CULTIVATES and MAINTAINS good relations with donors, partner organizations and financial institutions;

4.3       SUPPORTS the Deputy Secretary-General in ensuring that staff are well informed and up to date on developments relevant to corporate services including best practice;

4.4       WORKS closely with the Director Finance, Human Resources, Strategic Planning and Management, Information and Communication, Statistics and Partnerships, Technical Assistance and Project Support to ensure that office IT hardware and systems, including HR, Finance and document management, are fit for purpose; and

4.5       CONTRIBUTES to the positive and professional image of the Organisation at all times, in keeping with its Core Values.

In addition to the Results and Activities outlined above, the incumbent is expected to perform other related duties as assigned.

5.         EMOLUMENTS AND BENEFITS

An attractive remuneration package will be offered.

6.         EDUCATION GRANT

The Officer shall be eligible for the payment of an education grant in respect of children (including step-children and legally-adopted children) who require reasonable education facilities that are not available at the assigned duty station or whose education the Officer would not want to disrupt in relocating to take up this appointment.

The grant shall apply to children under the age of twenty-three years and shall not exceed seventy-five per cent of the cost of tuition (including textbooks), room and board up to a maximum total of EC$16,200.00 per year per child for a maximum of two children at any one time. The grant is payable for a maximum of five years.

7.         SETTLEMENT GRANT

On assumption of duty in Guyana, the Officer shall be paid a settlement grant in respect of the staff member, his or her spouse and each eligible child or other approved dependent.  The number of dependents eligible for Settlement Grant shall not exceed six (6) persons.

8.         RECRUITMENT AND APPOINTMENT

Appointment may be on permanent establishment or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.

An Officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the Officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the Officer) and for such other dependents not exceeding two as may be approved by the    Secretary-General, provided that the number of children and other dependents does not exceed six (6) in all.

In addition to passages, the Officer will be granted the following transportation allowances:

(i)         ocean freight charges, including insurance, for shipping personal and household effects to Guyana, not exceeding 45.3 cubic meters, plus a motor car (if the Officer already owns one);

(ii)        the cost of transporting baggage, personal and household effects from the home of the Officer to the place of embarkation and from the port of disembarkation to the place of residence in Guyana; and

(iii) the cost of packing and crating personal and household effects.

9.         LEAVE

The Officer will be eligible for the grant of vacation leave at the rate of thirty (30) working days a year and a leave grant after every twelve months of service in respect of the Officer, spouse and up to two dependent children.

10.       PRIVILEGES AND IMMUNITIES

The Officer will be granted the privileges and immunities extended to officials of the Caribbean Community in accordance with Article 8 of the Community’s Headquarters Agreement with the Government of Guyana.

11.       GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the Officer will be required to participate in the Secretariat’s group health, life and accident insurance schemes. With respect to the health insurance, the Officer will contribute fifty per cent of the premium.  The life and accident insurance scheme is non-contributory.

12.       SUPERANNUATION

An Officer appointed to this post will be required to participate in the Secretariat’s Defined Contribution Pension Plan and contribute 7 per cent of basic salary per month, while the Secretariat will contribute 13 percent of the Officer’s basic salary to the pension plan. Where the appointment is on secondment, the Secretariat will pay to the Officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent of the pensionable salary normally payable to the Officer by that employer so as to maintain the pensionable status of the Officer in the substantive employment.
