Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position in the Caribbean Community Secretariat with assigned duty station in Barbados.
2. FUNCTIONS OF THE POST
The Deputy Programme Manager, Free Movement and Labour, CARICOM Single Market and Trade is responsible for monitoring the actions of Member States relating to implementation of Treaty commitments to advance labour market integration and free movement of persons and taking action to achieve compliance. The incumbent will be responsible for the administration of arrangements for free movement of labour, develop and implement projects within the work programme and also undertake research aimed at improving the policy environment and enhancing the efficiency of policy instruments. The Deputy Programme Manager, Free Movement and Labour will prepare and present progress reports and papers to the Council for Trade and Economic Development and Human and Social Development relating to the Community Regime for free movement of skills.
The incumbent must:
(i) Facilitate implementation by Member States of the Community Policy relating to free movement of labour/skills in compliance with Articles 45 & 46 of Chapter III of the Revised Treaty;
- Carry out reviews of market access conditions, national treatment and domestic regulations of Member States relating to movement of labour/skills to determine whether they are compliant with the Treaty and agreed policies of the Community;
- Develop strategies, instruments and administrative systems and maintain the services for the efficient operation of a Community Regime on Social Security for Migrant Labour;
- Conceptualise and coordinate execution of studies to assess the impact on Member States in the CSME of implementing the policies relating to labour market integration and free movement of labour/skills;
- Develop policy proposals and measures aimed at preserving national treatment to CARICOM nationals in accessing benefits in receiving Member States once such persons are in compliance with domestic taxation policies or other Statutory obligations; and
- The Deputy Programme Manager, Free Movement and Labour must also undertake assignments in support of the obligations under Article 45 (4) (a) of the Revised Treaty and develop eligibility criteria and administrative arrangements to assist Member States fulfil their responsibilities to the eligible categories of wage earners entitled to free movement.
3. QUALIFICATIONS AND EXPERIENCE
A Master’s Degree in Economics, Labour, Public Management or other related field in the Social Sciences, plus at least five (5) years of relevant and equivalent level experience working in one or more of the following:
- Public sector institutions.
- Regional and international organizations.
- Large private corporations.
The candidate should possess specialized training and good working knowledge in:
- Microsoft Office Suite.
- Project Management.
- Social Security systems
- Labour Markets
- Regional Integration
4. DUTIES AND RESPONSIBILITIES
Key Result: Support provided to the Management of the free movement and labour agenda in the Member States in keeping with the provisions under the Revised Treaty.
Activities
- PROMOTES adherence to the Rights and provisions enshrined in the Revised Treaty of Chaguaramas, the Rights enshrined in the CARICOM Agreement on Social Security as well as the mandates of relevant Community Organs;
- DEVELOPS draft policies, technical proposals, procedures and measures to advance administrative and legislative work in these areas;
- PROVIDES technical assistance to Member States, including in-country visits, to support implementation of the legislative, procedural and administrative arrangements;
- PROVIDES training to relevant stakeholders, such as Border Control Officers, Trade Unions, Employers, Consumer Agencies and others;
- CONDUCTS or PARTICIPATES in public education activities including, but not limited to the delivery of speeches and presentations, interviews and panel discussions, and the development of content for brochures and other forms of mass communication media;
- PLANS and CONVENES annual and other meetings relevant to advancing the free movement of labour and PREPARE the Working Documents;
- PREPARES relevant input for meetings of Community Organs, in particular the Conference, COTED and COHSOD and /or for speeches and presentations of Heads of Government;
- LEADS or ADVISES on related matters during meetings;
- RESPONDS in a timely fashion to queries from Member States or the general public relating to the CSME and to areas relating to free movement of labour in particular;
- MONITORS the functioning / operations of the various regimes involving free movement of labour;
- PREPARES the input for the annual Work Programme of the CSME Unit;
- ADVISES and UPDATES colleagues on these matters;
- DEVELOPS project proposals for the sourcing of funding;
- IMPLEMENTS approved projects or MANAGES the implementation by consultants;
- PREPARES the Brief for the Lead Head, Labour and Free Movement of Skills before the Inter-Sessional and Regular Meetings of the Conference or as desired and ADVISE the Lead Head on matters relating to his / her portfolio;
- LIAISES with relevant stakeholders at the national, regional and hemispheric levels, such as the International Labour Organisation, Heads of Social Security, CSME Focal Points, the OECS Commission, the International Organisation for Migration, the Caribbean Employers’ Confederation, the Caribbean Congress of Labour, CARICAD, IMPACS, Consumers International, the Organisation of American States and others;
- INVESTIGATES complaints received concerning the Free Movement of labour for Economic Purposes and / or Facilitation of Travel and advise on possible solutions or course of action;
- OVERSEES the proper functioning of the CARICOM Application Processing System (CAPS) and the Labour Market Information System (LMIS);
- REPRESENTS the Caribbean Community and / or the CARICOM Secretariat during hemispheric and international meetings on matters relating to migration; and
- IMPLEMENTS other activities as directed by the Programme Manager, Director or Executive Management Members which can be reasonably expected from the Deputy Programme Manager, Free Movement and Labour.
In addition to the Activities outlined above, the incumbent is expected to perform other related duties as assigned.
5. EMOLUMENTS AND BENEFITS
An attractive remuneration package will be offered.
6. EDUCATION GRANT
The Officer shall be eligible for the payment of an education grant in respect of children (including step-children and legally-adopted children) who require reasonable education facilities that are not available at the assigned duty station or whose education the Officer would not want to disrupt in relocating to take up this appointment.
The grant shall apply to children under the age of twenty-three (23) years and shall not exceed seventy-five per cent (75%) of the cost of tuition (including textbooks), room and board up to a maximum total of EC$16,200.00 per year per child for a maximum of two (2) children at any one time. The grant is payable for a maximum of five (5) years.
7. SETTLEMENT GRANT
On assumption of duty in Barbados, the officer shall be paid a settlement grant in respect of self, his or her spouse and each eligible child or other approved dependent. The number of dependents eligible for Settlement Grant shall not exceed six (6) persons.
8. RECRUITMENT AND APPOINTMENT
Appointment may be on permanent establishment or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.
An officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the officer, spouse and children (provided they are below the age of eighteen (18) years, unmarried and dependent on the officer) and for such other dependents not exceeding two as may be approved by the Secretary-General, provided that the number of children and other dependents does not exceed six (6) in all.
In addition to passages, the officer will be granted the following transportation allowances:
(i) ocean freight charges, including insurance, for shipping personal and household effects to Barbados, not exceeding 45.3 cubic meters, plus a motor car (if the officer already owns one);
(ii) the cost of transporting baggage, personal and household effects from the home of the officer to the place of embarkation and from the port of disembarkation to the place of residence in Barbados; and
(iii) the cost of packing and crating personal and household effects
9. LEAVE
The Officer will be eligible for the grant of vacation leave at the rate of twenty (20) working days a year and a leave grant after every twelve months of service in respect of the Officer, spouse and up to two (2) dependent children.
10. PRIVILEGES AND IMMUNITIES
The officer will be accorded privileges and immunities that are available to staff members of the Caribbean Community whose assigned duty station is in Barbados.
11. GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE
Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the Officer will be required to participate in the Secretariat’s group health, life and accident insurance schemes. With respect to the health insurance, the Officer will contribute fifty per cent (50%) of the premium. The life and accident insurance scheme is non-contributory.
12. SUPERANNUATION
An Officer appointed to this post will be required to participate in the Secretariat’s Defined Contribution Pension Plan and contribute 7 per cent of basic salary per month, while the Secretariat will contribute 13 percent of the Officer’s basic salary to the pension plan. Where the appointment is on secondment, the Secretariat will pay to the Officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent (25%) of the pensionable salary normally payable to the Officer by that employer so as to maintain the pensionable status of the Officer in the substantive employment.
