Details of the Post

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the abovementioned position in the Caribbean Community Secretariat with assigned duty station in Barbados.

2.            FUNCTIONS OF THE POST

Under the direction of the Senior Technical Coordinator, 11th EDF, CSME Unit, the Administrative Assistant (Programme Support) provides administrative support to the CSME Unit in the preparation, implementation, monitoring, evaluation and reporting of the Unit’s Work Programme, with particular focus on the Unit’s portfolio of projects under the 11th European Development Fund (EDF) Strengthening the Framework for CARICOM Integration and Cooperation Processes Programme (SFCICPP). In cases of meetings, workshops and conferences, the incumbent will assist in the preparation of reports, promotional material (newsletter, articles, brochures) for the programme and in the conduct of research to enhance programme activities.

3.            QUALIFICATIONS AND EXPERIENCE

Candidates should possess an Associate Degree in Public Administration, Business Administration, Project Management or other related field in the Social Sciences, plus five (5) years of relevant and equivalent working experience. The experience should ideally be from one or more of the following:

  • A public sector institution
  • A regional organisation
  • Large private organisation

In addition, candidates must possess specialised training and good working knowledge in:

  • Microsoft Office Suite
  • Customer Service
  • Human Relations

4.            DUTIES AND RESPONSIBILITIES

Under the direction of theSenior Technical Coordinator, CSME Unitthe Administrative Assistant will be required to:

4.1       ASSIST with the preparation of documents for the launch and the monitoring of the 11th EDF SFCICPP projects being executed by the CSME Unit, by maintaining records of such project activities, preparing regular summaries of actions to be taken and preparing reports when required;

4.2       PERFORM administrative tasks relating to the 11th EDF SFCICPP being executed by the CSME Unit including follow-up with Member States, regional bodies, non-governmental bodies and stakeholders within the Secretariat; 

4.3       UNDERTAKE the preparation of documents related to the 11th EDF SFCICPP for approval in accordance with the Secretariat’s standards and procedures (e.g. MSRs, TRs, Requisition for Services);

4.4       PROVIDE administrative support to the Programme Manager, CSME; the Senior Technical Coordinator, 11th EDF, CSME Unit and other technical officers in the execution of their 11th EDF tasks as required;

4.5       ASSIST with the preparation of briefs and Minutes arising from 11th EDF stakeholder consultations and internal planning and review meetings convened by the Programme Manager or his/her designate;

4.6       ASSIST with the organisation of project evaluation meetings;

4.7       PROVIDE logistical support to the Programme Manager, CSME; the Senior Technical Coordinator 11th EDF, CSME Unit; and other officers to facilitate implementation of the 11th EDF programme;

4.8       PROVIDE follow-up support for 11th EDF project implementation in Member States;

4.9       MANAGE the scheduling and logistical tasks associated with execution of consultancies under the 11th EDF SFCICPP;

4.10     UNDERTAKE and OVERSEE the compilation, reproduction, publication and distribution of reports arising from implementation of the CSME Unit’s Work Programme, including 11th EDF SFCICPP activities; and

4.11     CONTRIBUTE to a positive and professional image of the CARICOM Secretariat at all times in keeping with its core values.

                In addition to the Activities outlined above, the incumbent is expected to perform other     related duties as assigned.

5.            EMOLUMENTS AND BENEFITS

An attractive remuneration package will be offered.

6.            RECRUITMENT AND APPOINTMENT

Appointment will be on contract or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat. This position does not enjoy transfer to or repatriation from Barbados.

7.            LEAVE

The officer will be eligible for the grant of vacation leave at the rate of fifteen (15) working days a year and a leave grant after every twelve months of service in respect of the officer, his or her spouse and up to two dependent children.

8.            GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the officer will be required to participate in the Secretariat’s group health and group life and accident insurance schemes. With respect to the health scheme, the officer will contribute twenty-five per cent of the premium. The life and accident insurance scheme is non-contributory.

9.            SUPERANNUATION

An officer on contract shall, subject to his/her services being satisfactory and having completed at least six (6) months of the contractual term of employment be eligible for the payment of a gratuity. The gratuity shall be at the rate of twenty per cent of the officer’s basic salary, calculated for each day of completed service and shall be payable at the end of the officer’s contractual period (including for this purpose any period of extension or approved leave). Where the appointment is on secondment, the Secretariat will pay to the officer’s substantive employer, over the period of secondment, a contribution not exceeding  twenty-five per cent of the pensionable salary normally payable to the officer by that employer so as to maintain the pensionable status of the officer in the substantive employment.
