PM Skerrit: “Free Movement is a Win-Win for Regional Growth”

On 1 October 2025, Dominica officially joined Barbados, Belize and St. Vincent and the Grenadines in implementing “Full-Free Movement” for CARICOM nationals. This transformative agreement grants citizens of the four participating Member States the right to move, reside, work, and remain indefinitely across borders—without the need for residency or work permits.

During a press conference held on Monday, Prime Minister of Dominica, the Hon. Roosevelt Skerrit, outlined the scope and impact of this regional milestone. He confirmed that residents will also gain access to public education at the primary and secondary levels, as well as emergency and primary healthcare services. Legislative, security, and administrative frameworks to support the initiative will be enacted across all participating Member States.

“Free movement allows us to fill gaps in critical areas, while giving our own citizens greater access to opportunities across the Region. It is a win-win for all,” said Prime Minister Skerrit.

Acknowledging public concerns, the Prime Minister addressed questions around security and employment, assuring citizens that robust systems of cooperation, vetting, and regional security will remain in place.

He emphasised the broader vision behind the initiative:

“I am hopeful that our other CARICOM Member States will soon join us in this historic step so that we can realise the full promise of a true Caribbean Community.”

Encouraging national support, Prime Minister Skerrit called on Dominicans to approach the change with optimism:

“Embrace this change with an open mind as it will bring huge opportunities for your families.”

He also dispelled misconceptions about mass migration between Member States:

“There is no evidence to show that there is a dramatic move from one island to the other.”

He noted that this bold move toward regional integration reflects a shared commitment to progress, unity, and opportunity for all CARICOM citizens.
