The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project (CATCOP), and intends to apply part of the proceeds for consulting services. CATCOP aims to enhance regional connectivity by improving the safety of air transport and the resilience of air infrastructure to natural disasters. It has been approved that an estimated amount of US$ 159 million by the World Bank’s Board of Executive Directors in May 2020, including US$ 45 million for Saint Lucia – CATCOP.

The consulting services (“the Services”) include Development, Design and Maintenance of the Caribbean Regional Air Transport Connectivity Project (CATCOP) St. Lucia Website.

The assignment will be procured on a lump-sum basis with payment against acceptance of deliverables by the Client and is expected to start as soon as possible for one year.

The Caribbean Regional Air Connectivity Project (CATCOP) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

  • Proven experience in website development.
  • Expertise in front-end and back-end technologies.
  • Knowledge of User Interface/User Experience principles.
  • Experience with Search Engine Optimization and web security best practices.
  • Strong portfolio of previous projects.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
