The Senior Energy Regulatory Analyst will apply subject specialized knowledge in the areas of electricity regulation and renewable energy development in support of GGGI’s regional Eastern Caribbean program. The Senior Energy Regulatory Analyst will provide direct support to the Saint Lucia National Utilities Regulatory Commission (NURC) to develop capacity in areas related to renewable energy policy and regulation and support development of related regulations, procedures, and policies The Senior Energy Regulatory Analyst will also work closely with the GGGI Caribbean Representative and the Organisation of Eastern Caribbean States (OECS Commission) to support implementation of regional sustainable energy frameworks by developing regional guidance for various aspects of electricity regulation related to incorporation of renewable energy.  The Senior Energy Regulatory Analyst will also support development of regional programs jointly with the OECS Commission and OECS member state governments to further the goals of facilitating increased adoption of renewable energy and other low-carbon technologies while ensuring an equitable and economically feasible energy transition.

PURPOSE

The purpose of the role is to support GGGI’s Eastern Caribbean regional program by providing technical support to regional and national bodies related to electricity regulation, and to further develop GGGI’s work supporting a transition to clean energy in the Eastern Caribbean region.

ENGAGEMENT
  • Support the Regional Representative in building and maintaining productive relationships with key government and regional stakeholders in the energy sector.
  • Engage in stakeholder mapping and support facilitation of discussion between regulators, governments, investors, and other stakeholders.
  • Translate and adapt relevant information/knowledge acquired from a variety of sources for the use of staff of government agencies and electricity regulators.
DELIVERY
  • Provide on-site support to the Saint Lucia National Utilities Regulatory Commission (NURC), including technical assistance on regulatory issues and development of policies and procedures, as well as recommendations for short- and long-term development of the energy sector, sourcing funding for key activities, and partnering strategies with other institutions.
  • Support NURC in development of procedures for regulating the electricity sector such as setting distributed generation caps/prices and tariff/rate setting.  
  • Conduct technical review of draft legislation relating to the electricity sector.
  • Plan and deliver training for government and regulatory staff on topics including regulatory governance, fundamentals of utility regulation, tariff/rate setting, structuring and overseeing legal arrangements including power purchase agreements (PPAs), interconnection agreements, etc  , renewable energy procurement methods, generation planning,  utility performance benchmarking, regulatory impact assessments, licensing, stakeholder management, development of service standards and key performance indicators.
  • Deliver training for stakeholders on new and ongoing developments in the energy sector, especially on a global scale with the view to translating these developments to the local market and empowering stakeholders to assist in applying these developments.
  • Develop resources to assist in interpreting technical energy policy-related data to support decision-making related to regulation of the electricity sector.
  • Assess national and regional needs related to development of policy and regulatory environments to facilitate adoption of renewable energy, energy efficiency, and other clean energy technologies and support in development of projects and programs to fulfill these needs.
  • Develop regional guidelines for OECS member states on topics related to electricity regulation and renewable energy, and develop and lead related capacity building events for training regional stakeholders.
  • Support development of regional resources facilitating wider adoption of renewable energy, and for promotion of closer cooperation and co-ordination between government and private sectors for sustainable energy.
  • Participate in the development of schemes to structure investment windows to attract financing for renewable energy and low-carbon technologies from traditional and private sector sources.
  • Contribute to green entrepreneurship programs by providing advice and guidance to entrepreneurs and businesses operating in the energy sector.
  • Provide substantive input to programme development and assessment of programme quality.
REQUIREMENTS
QUALIFICATIONS
  • Masters level degree in the field of energy policy, electrical engineering,  business management/development, finance, sustainable development, and/or a related field.  Training and/or certification in utility regulation is desirable.
  • 7-10 years of relevant professional experience in electricity regulation in Caribbean countries, including working directly for a regulatory authorities
  • Experience developing regulatory instruments and processes related to procurement, management, and integration of renewable energy and energy efficiency technologies, particularly in small island developing states context.
  • Direct experience structuring electricity tariffs for renewable energy.
  • Experience in engagement with energy sector stakeholders in the Caribbean, such as regulators, utilities, Independent Power Producers, and private-sector businesses, as well as relevant government ministries and agencies and regional entities.
  • Direct experience implementing capacity building programs, including conducting on-the-job training, organizing and facilitating workshops, training and/or events, particularly related to renewable energy policy and regulation.
  • Experience in designing and managing projects and programs related to energy in a development context.
  • Experience in financial structuring of renewable energy projects is a plus.
  • Fluency in English and excellent writing skills are essential.
