NEW YORK, CMC – Caribbean American Congresswoman Yvette D. Clarke Tuesday welcomed a United States federal court ruling against the New York Police Department’s (NYPD) policy of stop-and-frisk against Caribbean immigrants, blacks and other minorities. In a ruling in Manhattan Federal District Court on Monday, Judge Shira Scheindlin said the policy was unconstitutional, appointing a monitor to reform the practice. “I would like to congratulate the Center for Constitutional Rights and the New York Civil Liberties Union for their excellent work in defending the rights of the victims of this discriminatory practice,” said Clarke, the daughter of Jamaican immigrants, who represents the largely Caribbean 9th Congressional District in Brooklyn.
