Details of the Post

Applications are invited from interested and suitably qualified nationals of Caribbean Community (CARICOM) Member States and Associate Members of the Caribbean Community to fill the above mentioned position in the Caribbean Community Secretariat with assigned duty station in Guyana.

2.         FUNCTIONS OF THE POST

The Director of Strategic Planning, Monitoring and Evaluation reports to the Deputy Secretary-General and leads the development of the long-term Community Strategic Plan. The incumbent establishes trustworthy relationships and works collaboratively with 15 Member States, 5 Associate Members, 17 Community Institutions and the employees of the CARICOM Secretariat to ensure a Community results-based, goal planning process is established. Through the analysis of the operating environment, emerging trends and opportunities, the incumbent will provide key insights and recommend strategic initiatives and projects. Additionally, the incumbent is responsible for coordinating the Work Planning processes within the Secretariat, overseeing the review of strategic and tactical department plans and reporting progress to the Executive Management Committee.

3.         QUALIFICATIONS AND EXPERIENCE

A Master’s Degree in Business Management or Public Administration or Organizational Development or Strategic Planning or a related field, plus at least ten (10) years’ relevant experience which includes:

  • At least five (5) years working in a management role with responsibility for the department’s workplans, scheduling, budgeting and performance management of the team;
  • At least five (5) years developing enterprise strategic plans and working to cascade them into strategic business plans, tactical and operational plans and annual objectives;
  • At least three (3) years managing or developing and implementing results-based performance measurement frameworks; and
  • At least three (3) years in a role which required working closely with executive and board/ministerial stakeholders.

It is desirable if the incumbent has:

  • Experience with MS Office, Project, Teams and SharePoint.
  • Experience with WorkFront™
  • Specialised qualification and training in project management.
  • Specialised qualification and training in Risk Management and reporting.

In addition, the incumbent should have specialized qualifications or training in:

  • Strategic, Tactical and Operational Planning/ Public Policy
  • Results-based measurement, monitoring and data analysis

4.         DUTIES AND RESPONSIBILITIES

KEY RESULT 1: Thorough analysis of the operating environment, emerging trends and opportunities, to provide key insights and recommend strategic initiatives and projects.

Activities:

1.1 COLLABORATES with internal and external stakeholders to implement a continuous situational analysis which covers the regional and international environment, as well as developments in the priority sectors for CARICOM;

1.2 MANAGES the design, development and implementation of a Data Quality Assurance system to ensure the quality of data received;

1.3 COLLATES research from multiple sources and DISTILLS it through data analytics down into meaningful insights and trends about developments and risks which can impact Regional Integration;

1.4 MAINTAINS a database to track the progress made against the decisions of the CARICOM Organs by the Secretariat and the Community Institutions;

1.5 CONDUCTS Blue Sky Think Tanks to generate ideas, CONDUCTS problem and risk analysis and DEVELOPS ground-breaking solutions and approaches;

1.6 CONDUCTS consultations with Member States, Institutions, Private Sector and other special groups to review proposed strategies, priorities, solutions and approaches;

1.7 DEVELOPS models that clearly articulate the thinking behind the work of the Community and the Secretariat, as well as the cost-benefit of the work to the Member States;

1.8 IDENTIFIES and CLASSIFIES stakeholders and design participation strategies; and

1.9 COLLABORATES with key stakeholders to prepare and PUBLISHES POVs (points of view) with supporting evidence to promote thought leadership.

KEY RESULT 2: Lead the development, monitoring and evaluation of the long-term Community Strategic Plan and ensure a Community results-based goal planning process is established.

Activities

2.1          LEADS the development/revision and preparation of the Community’s Strategic Plan (CSP);

2.2          BE an advocate across the Community for an integrated Community strategic planning process to address Community needs by establishing trustworthy relationships and liaising with Member States and Community Institutions’ planning teams;

2.3          SUPPORTS the alignment of Member States and Community Institutions’ Strategic Business Plans to the CSP;

2.4          DEVELOPS logic models, theories of change, results chains, performance measurement frameworks (PMF) to support the results based CSP;

2.5          ASSISTS EMC with determining the Community’s risk tolerance and appetite;

2.6          ENHANCES/REVISES the database (Work Front) used to support the CSP;

2.7          TRACKS, MONITORS, EVALUATES and REPORTS on the progress against the CSP and customer satisfaction annually, making recommendations for plan adjustments, considering risks as needed to achieve the intended outcomes;

2.8          EVALUATES the progress against the CSP in relation to the decisions of the Organs of the Community and the programmes implemented by the CARICOM Secretariat; and

2.9          DRAFTS, and COORDINATES the development of a wide variety of documents for communication about the CSP and the progress made for internal and external stakeholders (e.g. EMC, IDPs, Member States), and DELIVERS presentations and briefings as required.

KEY RESULT 3: Develop, monitor and evaluate the medium-term Secretariat Strategic Business Plan aligned to the Community Strategy and contribute to the development of the Work Programme (WP).

Activities

3.1          LEADS the development/revision and preparation of the Secretariat’s Strategic Business Plan (SSBP) and the supporting performance measurement framework (PMF);

3.2          ASSISTS EMC with determining the Secretariat’s risk tolerance and appetite;

3.3          TRACKS, MONITORS, EVALUATES and REPORTS on the progress against the SSBP annually, making recommendations to EMC for plan adjustments as needed to achieve the intended outcomes;

3.4          DRAFTS, and COORDINATES the development of a wide variety of documents for communication about the SSBP and the progress made for internal and external stakeholders (e.g. EMC, SMC, IDPs, CCA), and DELIVERS presentations and briefings as required;

3.5          Further EMBEDS, MONITORS, and IMPROVES the results-based strategic planning approach within the Secretariat by cascading the Secretariat’s strategic objectives into tactical plans for departments and the annual Work Programme (WP);

3.6          COORDINATES the development of the annual Work Programme providing recommendations on the prioritisation of programmes and projects as well as the desired outcomes;

3.7          ASSISTS with, and ADVISES on, the development of logic models and performance measurement systems to facilitate the monitoring of the implementation of the WP and project activities, the utilisation of financial and other resources, and the tracking of progress towards the achievement of output and outcome indicators;

3.8          OVERSEES the monitoring, evaluation and reporting on the progress of the WP and its associated risks and challenges, making recommendations to strengthen programme/project design, plans, implementation and delivery, considering risks; and

3.9          LIAISES with the Finance department to align budget projections with the SSBP and WP and to make presentations to the CARICOM Committee of Ambassadors (CCA), Budget Committee and Community Council.

KEY RESULT 4: Manage the operations of SPME, advancing work in core practice areas of Strategy & Strategic Implementation.

Activities

4.1          OVERSEES the daily operations of the Strategic Planning, Monitoring & Evaluation (SPME) department;

4.2          PREPARES the Work Programme and budget for the department in collaboration with its team members and set team and individual performance targets;

4.3          MANAGES the team’s engagement levels, ensuring that the team is provided with timely and relevant information and that they receive and PROVIDES support from/to other departments to achieve the Secretariat’s goals;

4.4          COACHES and MENTORS direct reports, and high performers;

4.5          ENSURES that performance objectives are set and cascaded through the department in alignment with the department’s targets, service level and operational level agreements, and PROVIDES meaningful feedback on individual and team performance;

4.6          CONDUCTS timely formal performance assessments, ANALYSES training needs, ENSURES that appropriate training and development is delivered and DEVELOPS performance improvement plans where necessary;

4.7          ENCOURAGES and generally support the development of a learning environment by developing the capacity of the team through coaching, training, individual development plans and the provision of expertise when team members encounter challenges;

4.8          PARTICIPATES in Senior Management Committee Meetings and CONTRIBUTES to its assigned tasks in a functional and individual capacity; and

4.9          SUPERVISES the department to ensure compliance with the Secretariat’s code of conduct, people policies, rules and core values.

In addition to the Results and Activities outlined above, the incumbent is expected to perform other related duties as assigned.

5.         EMOLUMENTS AND BENEFITS

An attractive remuneration package will be offered.

6.         EDUCATION GRANT

The Officer shall be eligible for the payment of an education grant in respect of children (including step-children and legally-adopted children) who require reasonable education facilities that are not available at the assigned duty station or whose education the Officer would not want to disrupt in relocating to take up this appointment.

The grant shall apply to children under the age of twenty-three years and shall not exceed seventy-five per cent of the cost of tuition (including textbooks), room and board up to a maximum total of EC$16,200.00 per year per child for a maximum of two children at any one time. The grant is payable for a maximum of five years.

7.         SETTLEMENT GRANT

On assumption of duty in Guyana, the Officer shall be paid a settlement grant in respect of the staff member, his or her spouse and each eligible child or other approved dependent.  The number of dependents eligible for Settlement Grant shall not exceed six (6) persons.

8.         RECRUITMENT AND APPOINTMENT

Appointment may be on permanent establishment or on secondment from a Public Service or a statutory body of a Member State or approved regional organisation. It will be subject to such regulations, rules, orders and instructions as exist and as may be introduced from time to time in respect of service with the Secretariat.

An Officer recruited from outside the assigned duty station, on first appointment, will be provided economy class air passages by the most direct route for the Officer, spouse and children (provided they are below the age of eighteen years, unmarried and dependent on the Officer) and for such other dependents not exceeding two as may be approved by the    Secretary-General, provided that the number of children and other dependents does not exceed six (6) in all.

In addition to passages, the Officer will be granted the following transportation allowances:

(i)         ocean freight charges, including insurance, for shipping personal and household effects to Guyana, not exceeding 45.3 cubic meters, plus a motor car (if the Officer already owns one);

(ii)        the cost of transporting baggage, personal and household effects from the home of the Officer to the place of embarkation and from the port of disembarkation to the place of residence in Guyana; and

(iii) the cost of packing and crating personal and household effects.

9.         LEAVE

The Officer will be eligible for the grant of vacation leave at the rate of thirty (30) working days a year and a leave grant after every twelve months of service in respect of the Officer, spouse and up to two dependent children.

10.       PRIVILEGES AND IMMUNITIES

The Officer will be granted the privileges and immunities extended to officials of the Caribbean Community in accordance with Article 8 of the Community’s Headquarters Agreement with the Government of Guyana.

11.       GROUP HEALTH AND LIFE AND ACCIDENT INSURANCE

Subject to your acceptance by the Secretariat’s insurance carrier, Sagicor Life Inc., the Officer will be required to participate in the Secretariat’s group health, life and accident insurance schemes. With respect to the health insurance, the Officer will contribute fifty per cent of the premium.  The life and accident insurance scheme is non-contributory.

12.       SUPERANNUATION

An Officer appointed to this post will be required to participate in the Secretariat’s Defined Contribution Pension Plan and contribute 7 per cent of basic salary per month, while the Secretariat will contribute 13 percent of the Officer’s basic salary to the pension plan. Where the appointment is on secondment, the Secretariat will pay to the Officer’s substantive employer, over the period of secondment, a contribution not exceeding twenty-five per cent of the pensionable salary normally payable to the Officer by that employer so as to maintain the pensionable status of the Officer in the substantive employment.
