Incoming Chairman of the Conference

The Hon. Dickon Mitchell, Prime Minister of Grenada, will welcome Caribbean Community (CARICOM) leaders to St George’s from July 28-30 for the 47th Regular Meeting of the Conference of Heads of Government of CARICOM.

He succeeds the President of Guyana, His Excellency Dr Mohamed Irfaan Ali, who led the Community from January 1 to June 30, 2024.

Prime Minister Mitchell oversees Science and Technology (including Information and Communications) in the CARICOM Quasi-Cabinet. CARICOM nationals can now enjoy reduced roaming costs for intra-CARICOM travel thanks to efforts done under this portfolio. The signing of the Declaration of St George’s, Towards the Reduction of Intra CARICOM Roaming Charges paved the wave for this historic achievement which is being facilitated by regional network operators Digicel Group, and Cable and Wireless Communications. The Declaration, signed in 2022, enables the delivery of seamless mobile (cellular) services such as voice, SMS, and data.

This achievement was significant for both the CARICOM Single Market and Economy and the CARICOM Single ICT Space. In some circumstances, intra-regional travelers on roaming might benefit from as much as 70% savings in roaming charges, which were expected to be more predictable and transparent, eliminating in the severe ‘bill shock’ associated with roaming in the past.

Prime Minister Mitchell also oversees the implementation of the CARICOM Single ICT space which Heads of Government mandated in 2014 to enhance the environment for investment and production by building the digital economy. In this decision , they envisioned:
· The establishment of a CARICOM Single ICT Space to enhance the environment for investment and production; · Bringing technology to the people and transforming them into Digital Natives and Digital Entrepreneurs; · Cyber Security safeguards; · Mobilisation of resources; and · Developing the CARICOM Digital Agenda 2025.

Work is ongoing toward those visions as well as in gender mainstreaming ICT through a CARICOM Girls in ICT Partnership Action Plan; the CARICOM Digital Skills Work Plan; the Action Plan for fast-tracking Digital Transformation.

Grenada is hosting the 47th Regular Meeting of the Conference of Heads of Government of the Caribbean Community, from 28-30 July 2024 in St. George’s. It is hosting the Conference in the year of its 50th Independence Anniversary. At the same time, the Community is closing the curtains on its 50th Anniversary celebrations.

This meeting is also being held 35 years since the signing of the Grand Anse Declaration in Grenada, setting the process in motion to transition the Caribbean Community and Common Market to a Single Market and Economy. These key anniversaries will undoubtedly serve as an important anchor point for Heads of Government to develop an agenda for regional integration beyond CARICOM at 50.

Located in the southernmost region of the Windward Islands, Grenada is an island nation in the Caribbean Sea.

Together with two smaller islands (Carriacou and Petite Martinique), and various small islets, Grenada is the main island with St George’s as the Capital city.

The country has a population of about 124,523 and is 348.5 km² in area.
