Position Summary

Under the general direction and supervision of the Managing Director and serving as an integral member of the senior management team, the RMO, shall support the Bank’s drive to mobilize capital and financial resource to support the financing needs of the Bank in accordance with the mandate and strategic priorities and lending programmes.

The RMO shall support local and regional enterprises, regional governments in raising capital through the Eastern Caribbean Securities Market (ESCM) in accordance with requirements of the Securities Act and all supporting regulations.

The RMO shall assume responsibility for the preparation of reports and or statements pursuant to terms and conditions of funding and deposit agreements/certificates with respect to Financial Institutions, Depositors, and Investors.

Skills & Core Competencies Required:

  • Working knowledge of and the ability to interpret relevant legislation and regulations as well as corporate policies and procedures.
    • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, Power point) applications.
    • Expected to develop proficiency in other applications used by the Bank.
    • Demonstrated capacity to exercise advanced analytical and problem-solving skills with good quantitative skills.
    • Advanced written and oral communication skills, with an ability to communicate with clarity, thoroughness, tact, and diplomacy, and to make presentations in a clear and concise, manner in various fora.
    • Demonstrated leadership, organizational, and negotiations skills including attention to detail.
    • Should be self-motivated, dynamic, creative, and experienced in working with internal and external customers.
    • Should be results-driven and willing to push self and others to achieve corporate goals.
    • Ability to actively identify problems and opportunities for change, implement solutions where appropriate, to exercise sound judgement in making decisions and taking actions.
    • Ability to remain positive in the face of challenges, resolve conflicts, support others in their efforts to try new things, embrace change, and to act with integrity.
    • Ability to multi-task and manage conflicting priorities and workflows.

Duties and Responsibilities

  • Interfacing with multilateral funding agencies to secure low-cost development funding.
  • Executing necessary documentation and facilitating the appraisals of lines of credit.
  • Ensuring conditions precedent to loans/lines of credit are perfected.
  • Interfacing with non-traditional funding sources and foreign governments to mobilize development funding. 
  • Exploring grant opportunities.
  • Establishes and maintains databases and contact with all potential financial institutions and depositors to be able secure financial resources for the Bank.
  • Liaises with the Ministry of Finance, all Financial Institutions, and depositors/creditors to ensure that relevant reports and statements are provided on a timely basis.
  • Leads the process in pursuing the Bank’s mandate and strategic priority to engage in Capital Market activities by establishing an Investment Banking Unit.
  • Provides leadership and direction in the operations of the Investment Banking Unit consistent with all relevant legislation, regulations, policies, and best practices.

Qualifications

  • At least an advanced university degree in business administration, economics accounting or a related field with excellent quantitative, communication and presentation skills.
    • Professional training or experience in capital market activities will be an asset.
    • Required to pursue and successfully complete all licensing exams and certification to operate as a licensed participant in the Eastern Caribbean Securities Market.
