Crime and Security: Overview

A  safe and secure Community for its people where  human rights and social justice are guaranteed underlie CARICOM's agenda.

The Caribbean Community Strategic Plan for 2015-2019 identifies eight areas for immediate focus:

  • Deepening crime prevention initiatives and programmes
  • Facilitating justice reform
  • Pursuing functional cooperative security engagements to tackle and manage shared risks and threats
  • Enhancing human resource capabilities
  • Strengthening regional security systems
  • Strengthening CARICOM borders
  • Enhancing maritme and airspace awareness

The CARICOM Secretariat continues to work with Member States, Community Institutions and other regional and international stakeholders to design, implement and execute policies, programmes,  to significantly improve citizen security by facilitating  a safe, just and free Community. In this context, two main policy frameworks are used:

  • CARICOM Crime and Security Strategy (CCSS)2013
  • Caribbean Action Plan for Social Development and Crime Prevention (CSDP) 2009-2013
  • These plans are benchmarked through a crime and secuity convergence framework populated by relevant additional policy structures, such as -
  • CARICOM Youth Development Action Plan
  • Regional Framework of Action for Children (RFAC)2002-2015
  • Regional Strategy for Drug Demand Reduction (RSDDR)
  • Caribbean Cooperation in Health Phase III (CCHIII)
  • UNFPA/CARICOM Integrated Strategic Framework for the reduction of Adolescent Pregnancy in the Caribbean (RAPC)

 

Major areas for focus in 2016

 

With a view to ehnancing citizen security and justice, the Community will

  1. Pursuefunctional cooperative security engagements to tackle and manage shared riks and threats
  2. Strengthen Regional human resource and infrastructural capacity to deal with cyber threats
  3. Deepen crime prevention initiatives and programmes
